This is a No-Follow link and it tells Google that you are not associated with that site. Search engine ignores such qualified links that uses No-Follow tags. Thus, if you are getting No-Follow links then it will not improve your search rank.

If you use No-Follow tag to external link, it will hurt both target domain and source domain as well. Source domain lose link value but the same shall not be transferred to the target domain.
